Coast Guard Authorization Act - Authorizes appropriations for the Coast Guard for fiscal year 1978.
Sets forth the authorized end strength for active duty personnel and prescribes the average military student loads for the Coast Guard for such fiscal year. Stipulates that the obligated balances against appropriations for use by the Coast Guard for operation and maintenance and Reserve training purposes for the two preceeding fiscal years shall be merged with the current appropriations.
Authorizes the Coast Guard to contribute funds for the construction of a sewage treatment plant in the North Marin County Water District, California.
Authorizes the Coast Guard to accept funds from Baltimore, Maryland, in payment for facilities removed by the city in improvement of Hawkins Point Road.
Extends from July 11, 1978, to January 1, 1983, the exemption for fishing tender and cannery tender vessels in Alaska, Oregon, and Washington from Coast Guard inspection.
Authorizes the Commandant of the Coast Guard to assist the Department of Health, Education, and Welfare in providing medical emergency helicopter services to civilians.
