Social Security Cost-of-Living Improvement Act - Requires an annual cost-of-living increase in Federal old-age, survivors, and disability benefits under the Social Security Act.
Defines the base periods from which the need for such increases shall be determined.
Directs the Secretary of Labor, in consultation with the Secretary of Health, Education, and Welfare, to develop a special Consumer Price Index for the elderly.
