A bill to amend title II of the Social Security Act to provide for a phasing out of the earnings limitation.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to decrease, by phasing out over a seven-year period, the percentage of a social security recipient's outside earnings which will be deducted from benefits.
