Amends the Agricultural Trade Development and Assistance Act of 1954 to revise (1) the requirements for the transition from sales for foreign currencies to sales for dollars, (2) the allocation formula for assistance to most seriously affected countries, (3) the minimum quantity of commodities for food relief, (4) the limitations on the use of foreign currencies generated by food assistance programs, (5) the availability requirements for distribution of commodities, and (6) the valuation of commodities acquired through price support programs.
Establishes a food for development program. Directs evaluation of food relief and food for development programs. Declares it the sense of Congress that the President review the operation of the Agricultural Trade Development and Assistance Act of 1954.
