Amends the Equal Educational Opportunity Act of 1974 to repeal the provision which specifies that the provisions of such Act are not intended to modify or diminish the authority of the courts of the United States to enforce the fifth and fourteenth amendments.
Requires proof of discriminatory intent to establish a violation of the fifth or fourteenth amendment in order to seek a remedy under such Act.
