Directs the President to appoint, by and with the advice and consent of the Senate, 113 additional district judges.
Authorizes the Director of the Administrative Office of the United States Courts to place five new positions in grade 16, six in grade 17, and four in grade 18 of the General Schedule, in lieu of existing positions.
Directs the President to appoint, by and with the advice and consent of the Senate, 35 additional circuit judges.
Divides the existing Fifth Judicial Circuit into two circuits, a new fifth circuit consisting of Alabama, Florida, Georgia, Mississippi, and the Canal Zone, and a new 11th circuit consisting of Louisiana and Texas. Creates five additional circuit judges for the new fifth circuit and six additional circuit judges for the new eleventh circuit. Designates the cities in the new circuits where sessions of court may be held.
Provides that a court en banc consists of all circuit judges of the circuit in regular active service.
Directs the judicial council of the ninth circuit and the Judicial Conference of the United States, jointly or severally, to study and report to the Congress recommendations for statutory amendments or rule making authority which will be necessary for the effective and expeditious administration and disposition of the work of the Court. Provides that this report be made within one year from the date on which the tenth new judge is appointed.
Requires a $10,000 jurisdictional amount on each receipt or bill of ladling which is the basis of an action against rail or motor carriers to recover damages on freight shipments.
