A bill to require an annual contribution to the United States from U.S. territories and possessions which impose income taxes.

Requires that the Governments of Puerto Rico and United States territories and possessions contribute 30 percent of their income tax receipts from their citizens and residents to the United States under agreements negotiated with the Secretary of the Treasury.
