Directs that an individual charged with an act of terrorism be detained pending trial if a judicial officer determines that release would pose a danger to any other person or to the community.
Deems an act of terrorism a dangerous crime for purposes of the pretrial release provisions of the District of Columbia Code and establishes a person's being charged with such an act as a rebuttable presumption that no conditions placed on his release could reasonably assure the safety of others and the community.
