A bill to require the establishment of a National Snowmobile Safety Program.
National Snowmobile Safety Program Act - Requires the Consumer Product Safety Commission to establish safety standards for the performance, design, and construction of snowmobiles and helmets pursuant to its authority under the Consumer Product Safety Act.
Denies assistance, under this Act, to any State that does not impose and enforce a requirement that any individual who operates or is a passenger in a snowmobile or who is being towed by a snowmobile on public lands wear a helmet.
Authorizes necessary appropriations out of the Highway Trust Fund to operate the national snowmobile safety program.
