Creates a 12-member Select Committee on Assassinations to conduct a complete investigation of the circumstances surrounding the deaths of John F. Kennedy, Martin Luther King, Junior, and other persons in order to ascertain whether the laws of the United States, including but not limited to: (1)laws relating to the safety and protection of the President; (2)assassinations of the President; (3) deprivation of civil rights, and conspiracies related thereto; and (4)the investigatory jurisdiction and capability of United States agencies and departments, are adequate, either in their provisions or in the manner of their enforcement. Directs the committee to report to the House during the present Congress.
