Resolution to amend the Rules of the House of Representatives to establish a permanent Select Committee on Handicapped Individuals.

Amends rule X of the Rules of the House of Representatives to establish a permanent Select Committee on Handicapped Individuals to study the use of all practicable methods of encouraging programs and policies to assist the handicapped.

Stipulates that the Select Committee shall not have legislative jurisdiction.
