Resolution: a strategy for freedom-an outline for human rights.

Declares it the sense of the House of Representatives that the President take steps to make trade with the Soviet Union contingent upon observance of human rights agreements, and to assure the observance of human rights with respect to prisons, hospitals, civil liberties, churches, and other guarantees of the Helsinki Accords in the Soviet Union.
