Resolution to amend the Rules of the House of Representatives to transfer jurisdiction over Federal impact aid programs from the Committee on Education and Labor to the Committee on Ways and Means.

Amends the Rules of the House of Representatives to give the Committee on Ways and Means jurisdiction over measures providing Federal impact aid to State and local government educational agencies which are in areas affected by Federal activities. Removes such jurisdiction from the Committee on Education and Labor.
