Resolution to provide that the fixing or adjustment of certain allowances of Members, officers, and committees of the House of Representatives may be carried out only through the adoption of a resolution by the House.

Amends the Supplemental Appropriations Act, 1972 to require that the fixing or adjustment of any allowance payable out of the House contingency fund for Members, officers, and committees of the House of Representatives be submitted to the entire House for approval by resolution.

Repeals certain appropriations made by the Supplemental Appropriations Act, 1972 and the Legislative Branch Appropriation Act, 1977.
