Congressional Reform Resolution - Amends the Rules of the House of Representatives: (1) to require the maintenance of complete public records of all committee and subcommittee action; (2) to prohibit proxy votes in committees and subcommittees; (3) to permit any committee or subcommittee member to demand a roll call vote on any question in committee; (4) to require a roll call vote on every motion to report any public bill or resolution; (5) to require, as a condition of entrance by ex-Members, and ex-officials into the Hall of the House their signing of a declaration stating that they have no personal or pecuniary interest in any matter coming up for consideration in the House; (6) to remove the limitation on the number of Members who may jointly introduce any bill, memorial, or resolution; (7) to prohibit a party caucus or conference from issuing instructions binding a Member to vote against his conscience; (8) to require the Clerk of the House to make all expenditure records open to public inspection; (9) to require the prior approval of all travel expenditures by roll call vote of the Committee involved; (10) to require Members, officers, principal assistants, and the professional staff of committees to file with the Committee on Standards of Official Conduct a report including the source and amount of any honorarium of $100 or more and any gift of $25 or more in value; (11) to permit the House to move for the expulsion of a Member within 30 days of the conviction of such Member for a felony; (12) to permit the House by resolution to direct the Committee on Standards of Official Conduct to investigate alleged misconduct of a Member, officer, or employee of the House; (13) to apply the general rules of procedure for committees of the House to special legislative committees; (14) to prohibit the reporting of any measure or submission required to be made to the House or to the Committee on the Budget by a House standing committee unless a majority of the committee was actually present; (15) to prohibit the reporting by the Committee on Rules of any order of business for consideration of a public bill or resolution which prohibits or limits the offering of any amendments thereto; (16) to prohibit consideration of a bill or joint resolution under a suspension of the rules unless authorized by joint request of the chairman and ranking minority member of the committees having jurisdiction or by a roll call vote of such committees; (17) to allow any member of a committee or conference to include in the report of a bill or resolution minority, additional or separate views; (18) to direct that representatives of the majority and minority membership of the Committee on Government Operations meet with representatives of majority and minority members of each House Committee to coordinate all of the oversight activities of the House; (19) to prohibit a full committee from acting upon a bill or a joint resolution, unless accompanied by an analysis which has been made available to all Members at least two calendar days before the meeting of the committee; (20) to prohibit the chairmen of subcommittees of, and the chairman of, the Committee on House Administration from serving simultaneously as an officer of the National Republican Congressional Committee or the Democratic National Congressional Committee; and (21) to direct the Clerk of the House to keep and make available for public inspection all employee certificates of relationship or nonrelationship to any current Member.
