House Commission on Congressional Operations Resolution - Establishes within the House of Representatives a House Commission on Congressional Operations. Requires the Commission to: (1) make a continuing study of the organization and operation of Congress and recommend improvements; (2) identify any court proceedings or action of vital interest to the Congress or the House of Representatives, and to call such proceeding to the attention of the House; and (3) conduct a continuing study of the jurisdiction of various standing committees of the House and their relative work loads, and of ways of rationalizing committee jurisdictions between the two Houses of Congress.
Establishes for the House of Representatives an Office of Placement and Office Management, subject to the supervision and control of the Commission, to assist Members, committees, and officers seeking competent personnel, and to furnish advice with respect to office management.
Declares that the expenses of the Commission shall be paid from the contingent fund of the House.
Sets forth regulations governing the use of funds for foreign travel by the Commission and its employees.
