Resolution to amend the Rules of the House of Representatives to provide that House conferees may conduct business only at conference meetings open to the public.

Amends the Rules of the House of Representatives to require all managers appointed by the House to each conference committee to transact all business in meetings open to the public except where the House of Representatives votes to close such meetings.
