A resolution to provide for the committee to notify the President of the United States of the Assembly of the Congress.

Requires the Speaker of the House to appoint a committee of three Members of the House of Representatives to join with a committee on the part of the Senate to notify the President that a quorum of each House has been assembled and that Congress is ready to receive any communication that he may be pleased to make.
