Resolution to amend rule XXVII of the Rules of the House of Representatives to prescribe procedures whereby a committee may request that a matter reported should be considered under a suspension of the rules.

Amends the Rules of the House of Representatives to prohibit the suspension of any rule for the purpose of considering any matter reported from a committee unless a majority of the committee, in open session, with a quorum present, requests that such matter be considered under a suspension of the rules.
