A resolution expressing the sense of the House of Representatives with respect to the action of certain United States scientists in refusing to visit the Union of Soviet Socialist Republics in protest of the conviction of the prominent Soviet scientist Yuri Orlov, and for other purposes.

Declares it the sense of the House of Representatives that: (1) the United States support the refusals of United States scientists to visit the Union of Soviet Socialist Republics in protest of the conviction of Yuri Orlov; (2) the United States condemn the U.S.S.R.'s violation of the human rights of its citizens; and (3) the President direct government agencies to evaluate scientific exchanges with the U.S.S.R. until the human rights provisions of the Helsinki Accords are fulfilled.
