Amends rule X of the Rules of the House of Representatives to give the House Committee on Ways and Means jurisdiction over measures providing Federal impact aid to State and local government educational agencies in areas affected by Federal activities.

Qualifies the jurisdiction of the House Committee on Education and Labor over measures relating to education or labor generally to except from such jurisdiction measures providing Federal impact aid to State and local government educational agencies in areas affected by Federal activities.
