Resolution amending the Rules of the House of Representatives to prohibit Members of the House of Representatives from using official congressional stationery in mass mailings for any purpose other than official business.

Amends the Rules of the House of Representatives to add rule XLIX to prohibit Members of the House of Representatives from mailing any mass mailing containing any official congressional stationary for any purpose other than official business.
