A bill to amend the Controlled Substances Act to provide mandatory minimum sentences for certain drug offenses.

Imposes minimum mandatory sentences under the Controlled Substances Act for manufacture or distribution of a controlled substance or counterfeit thereof, possession of such a substance with intent to manufacture or distribute, or attempt or conspiracy to so manufacture, distribute, or possess.

Prohibits treating a person committing such an act under the Federal Youth Corrections Act.
