Amends the Natural Gas Act to prohibit the issuance of a certificate for the construction or extension of any liquefied natural gas facility unless the State in which such construction or extension will take place has consented thereto.
Provides that a State may permit the construction or extension of a liquefied natural gas facility if such construction or extension is consistent with its applicable law and such law is not inconsistent with any provision of the Natural Gas Act.
