A bill to amend the Natural Gas Act to provide that no certificate for the construction or extension of any liquefied natural gas facility may be granted unless the State or States in which such facilities are located have been approved by the affected States.

Amends the Natural Gas Act to prohibit the issuance of a certificate for the construction or extension of any liquefied natural gas facility unless the State in which such construction or extension will take place has consented thereto.

Provides that a State may permit the construction or extension of a liquefied natural gas facility if such construction or extension is consistent with its applicable law and such law is not inconsistent with any provision of the Natural Gas Act.
