Farmers Home Administration Operating Loan Interest Rate Reduction Act - Amends the Consolidated Farm and Rural Development Act to set a five percent maximum on the interest rate for operating loans. Exempts operating loan applicants age 18 to 35 from established farming experience eligibility requirements.
