Amends the Federal Aviation Act of 1958 to authorize air carriers who provided supplemental air transportation carrying only cargo after January 1, 1977, to apply, during the 45 day period beginning April 1, 1978, to the Civil Aeronautics Board for a certificate to provide all-cargo air service.
