Directs the Secretary of Health, Education, and Welfare (HEW) to pay to each State an amount equal to the amount expended by such State for erroneous supplemental payments to aged, blind, or disabled individuals during 1974, under the Supplemental Security Income program of the Social Security Act, to the extent that the amount paid by such was required to be paid by Federal Statute, was made as a result of good faith reliance by such State upon erroneous or incomplete information supplied by HEW, and recovery of such payments by the States is impossible or unreasonable.
