Amends the Fishery Conservation Zone Transition Act to include the governing international fishery agreement with Mexico among those agreements approved by Congress as governing international fishery agreements for purposes of the Fishery Conservation and Management Act of 1976.
Changes the title of various officials in the National Oceanic and Atmospheric Administration (NOAA). Enables the Secretary of Commerce to establish eight additional positions within NOAA from the civil service pool of GS-16 through GS-18 grade level positions.
