A bill to amend the provisions of Title 39, United States Code, relating to the authorization of Public Service Funds of the U.S. Postal Service.

Authorizes appropriations beginning with fiscal year 1980 of $920,000,000 to a public service account for use by the Postal Service. Prohibits the consideration of appropriation legislation authorized by this Act unless the Postmaster General submits an annual report detailing the expenditure of public service funds during the preceding fiscal year.
