A bill to prohibit the use of dogs by the Department of Defense in connection with the research, testing, development, or evaluation of radioactive, chemical, or biological warfare agents, and to require the Department of Defense to develop and use, where feasible, alternative, nonanimal methods of experimentation.

Prohibits the Department of Defense from using its appropriated funds to: (1) conduct any research involving the use of dogs, for the purpose of developing or improving radioactive, chemical, or biological warfare agents; or (2) procure dogs for use in experiments involving the testing of toxic chemical substances, if alternative methods are available.
