Amends the Federal Food, Drug, and Cosmetic Act to exclude from the definition of a food additive as defined by such Act any substance used as a component of food-contract articles provided it is not reasonably expected to contribute more than 0.05 part per million to the contacted food as determined under conditions provided for by this Act.
Authorizes the Secretary of Health, Education, and Welfare to establish a lower limit for a substance in order to protect the public health.
