Amends the Immigration and Nationality Act to eliminate the limit on the number of alien children which may be adopted.
Repeals the provisions of the Act which require alien children adopted by United States citizens to reside in the United States for two years in the legal custody of such citizen before being eligible for United States citizenship by naturalization.
