Amends the District of Columbia Self-Government and Governmental Reorganization Act to exempt from the requirement thereunder that Congress approve all expenditures by the D. C. Government (1) the transfer to a private college or university of funds from any revenue bond, note, or other obligation issued solely to finance, or assist in the financing of, such college or university; and (2) the payment of principal, interest, or both on any such bond, note, or other obligation.
