A bill to amend the Disaster Relief Act of 1974 relating to assistance to be provided to States and local governments during and emergency.

Amends the Disaster Relief Act of 1974 to authorize the President to make contributions to States or local governments to help repair or replace a public facility damaged or destroyed in an emergency. Limits the amount of any such contribution to 75 percent of the cost of repair or replacement of such facility.
