A bill outlining procedures by which a change in status may be considered for any member of the uniformed services who is in a missing or POW status after the year and a day mandatory review under sections 555 and 556 of chapter 10, title 37, United States Code while serving in Southeast Asia.

Establishes procedures which the Secretaries of the various military departments must use in changing the status of a member of the uniformed services presently in a missing in action or prisoner of war status as a result of service in Southeast Asia.

Directs the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives to conduct a study of the present provisions of law relating to changes in such an individual's status.
