Establishes procedures which the Secretaries of the various military departments must use in changing the status of a member of the uniformed services presently in a missing in action or prisoner of war status as a result of service in Southeast Asia.
Directs the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives to conduct a study of the present provisions of law relating to changes in such an individual's status.
