A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act.

Amends the District of Columbia Self-Government and Governmental Reorganization Act to transfer certain authority regarding the District of Columbia Government from the President to the Speaker of the House of Representatives and the President of the Senate.

Extends to 45 days the period before an Act passed by the D.C. Council but not signed by the Mayor becomes effective.
