Supplemental Appropriations Act - =Title I:= Makes the following supplemental appropriations for fiscal year 1978: (1) within the Department of Agriculture: (a) for the Office of the Secretary, $145,000; (b) for the Agricultural Marketing Service: the Government-Wide Food Quality Assurance Program, $2,000,000; (c) for the Federal Crop Insurance Corporation: subscription to capital stock, $30,000,000; (d) for the Farmers Home Administration: very low-income housing repair grants, $4,000,000; (e) for the Soil Conservation Service: watershed and flood prevention operations, $30,000,000; (f) for the Agricultural Stabilization and Conservation Service: the Agricultural Conservation Program $36,600,000; (2) within the Environmental Protection Agency: (a) for research and development, $44,200,000; (b) for abatement and control, $85,000,000; (c) for construction grants, $4,500,000,000; (3) within the General Services Administration: for the Consumer Information Center, $5,000; (4) within the Veterans Administration; (a) for grants for construction of State extended care facilities, $5,000,000; (b) for assistance for health manpower training institutions, $3,847,000; (5) within the Department of the Interior: (a) for the United States Fish and Wildlife Service: construction and anadromous fish, $3,600,000; (b) for surveys, investigations, and research, geological survey, $2,000,000; (c) for the Office of Surface Mining Reclamation and Enforcement: enforcement and research, $30,880,000, and abandoned mine reclamation (including transfer of funds), $36,647,0000; (d) for the Bureau of Indian Affairs: operation of Indian programs, $2,374,000, and construction, $2,166,000; (e) for the Office of Territorial Affairs: administration of territories, $1,798,000; (f) for the Office of the Solicitor: salaries and expenses, $1,100,000; (g) for the Office of the Secretary: salaries and expenses, $250,000, and for departmental operations, $795,000; (6) for related agencies: the Forest Service, for Forest protection and utilization, $1,836,000; the Energy Research and Development Administration, for operating expenses-fossil fuels, $1,000,000; the Federal Energy Administration, for salaries and expenses, $273,194,000, and for Strategic petroleum reserve, $383,173,000; (7) within the Department of Labor: (a) for the Employment Standards Administration: salaries and expenses, $3,700,000; (b) for departmental management: salaries and expenses, $1,210,000; (8) within the Department of Health, Education, and Welfare: (a) for higher education, $5,000,000 (b) for the Social Security Administration: special assistance to refugees from Cambodia, Vietnam, and Laos in the United States $124,000,000; (c) for departmental management: general departmental management, $1,719,000; (d) for related agencies: for the the Community Services Administration, for community services program, $200,000,000; (9) within the Energy Research and Development Administration: (a) for operating expenses, $101,000,000, of which $80,000,000 shall be for the Clinch River Breeder Reactor Project; (10) within the Department of Defense; Civil: for the Department of the Army Corps of Engineers-Civil, Alaska Hydroelectric Power Development Fund, $5,450,000; (11) within the Department of the Interior: (a) for the Bureau of Reclamation; upper Colorado River Storage Project (transfer of funds) $875,000; (12) within the Department of Justice: (a) for legal activities: salaries and expenses, general legal activities (transfer of funds), $1,445,000, and salaries and expenses, antitrust division (transfer of funds), $1,223,000; (13) within the Department of Commerce: for the bureau of the census; periodic censuses and programs $7,000,000; (14) for the Small Business Administration; Disaster loan fund, $1,400,000,000; (15) within the General Services Administration: (a) for the Federal Buildings Fund, $48,913,000; (b) for allowances and office staff for former Presidents, $54,000; (16) within the Department of Defense: (a) for operation and maintenance, defense agencies, $3,400,000; (b) for aircraft procurement, Navy, $73,900,000; (c) for aircraft procurement, Air Force, $33,000,000; (d) for missile procurement, Air Force, $64,000,000; (e) for research, development, test, and evaluation, Air Force, $240,500,000; (f) for research, development test, and evaluation, Defense Agencies, $9,000,000; (17) within the Department of Transportation: for the Federal Railroad Administration, grants to the National Railroad Passenger Corporation, $8,000,000; and (18) within the Department of State for migration and refugee assistance, $6,300,000.

Continues until November 30, 1977, the availability of funds appropriated for drought emergency assistance under the Supplemental Appropriations Act, 1977.

Rescinds funds appropriated in the Department of Defense Appropriation Act, 1977, for aircraft procurement, Air Force and for missile procurement, Air Force.

=Title II: General Provisions= - Converts specified claims, including those covered by the Military Claims Act, to a permanent, indefinite, appropriation.

Authorizes the payment of Congressional pages during the adjournment period between sessions of the 95th Congress.

Makes changes in the status and pay of certain Senate employees.

Directs the Secretary of Transportation to designate as a route on the National System of Interstate and Defense Highways, certain lands in the State of Washington.

Permits firms which have received an export license prior to September 30, 1978, to be allowed to continue to receive a license for the conclusion of the particular contract sale.
