A bill to establish the Crime Victim Assistance Fund, and to permit victims of certain crimes under Federal law to sue perpetrators of such crimes who profit from publicity related to such crimes.

Requires any person who is obligated to pay money as a result of services rendered in the production of a representation or description of a Federal crime to an individual indicted or waiving indictment for such crime to forward such money to the Attorney General for deposit in the Crime Victim Assistance Fund.

Directs that such money be returned to the person charged upon acquittal or dismissal. States that upon conviction and exhaustion of appeals victims of the crime may file an action for damages, any awards to be paid out of the fund and any unclaimed funds to be forfeited to the Treasury.
