A bill to amend title 38, United States Code, in order to revise the provisions therein relating to the construction, alteration, and acquisition of medical facilities under the jurisdiction of the Administrator of Veterans' Affairs.

Permits, upon written notice to Congress, funds to be appropriated in excess of $500,000 for the construction, acquisition or alteration of a Veterans' Administration medical facility if within 90 days of such notice neither House adopts a resolution disapproving such construction, acquisition or alteration.

Requires the Administrator of Veterans' Affairs to transmit to Congress a prospectus of such project, including a brief description of the facility, the location, and an estimate of maximum cost. Requires transmission to Congress of a similar prospectus for any proposed alteration of a medical facility involving expenditure of between $100,000 and $500,000. Permits appropriation for such project 30 days after submission of a prospectus to the appropriate Congressional committees. (Amends 38 U.S.C. 5001)
