A bill to amend the Railroad Regulatory Reform Act of 1976.
Rail Amendments - Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to extend the railroad redeemable preference share Federal purchase program under such Act.
Directs the Secretary of Transportation to prepare and publish alternative proposals for the amount and type of rail carrier equity and other financing to be effected through the Railroad Rehabilitation and Improvement Fund or through any other funding mechanism based on specified criteria.
Directs the Secretary to allow interested parties an opportunity to comment on such proposals and to prepare and transmit a final report to Congress by May 15, 1978.
