Directs the Secretary of Commerce, during the intervals between decennial population censuses, to annually produce and publish current population data for each State, county and local unit of general purpose government which has a population of 50,000 or more and to biennially produce and publish such data for other local units of general purpose government.
Requires that the most current population data available through either the decennial census or the censuses required under this Act, be used in the administration of any laws in which population is used to determine the amount of benefit received by a State or local unit of general purpose government.
Directs the Secretary of Commerce and the Director of the Office of Management and Budget to jointly develop and establish uniform methods and procedures for producing statistical information used in effecting the delivery of Federal benefits to State and local governments. Requires the Secretary and the Director to report to specified Congressional committees regarding the progress made in this respect within one year after the enactment of this Act.
