A bill to amend the Land and Water Conservation Fund Act of 1965, relating to the issuance to certain disabled individuals of lifetime admission permits to certain areas within the National Park System and national recreational areas.

Amends the Land and Water Conservation Fund Act of 1965 to direct the Secretaries of the Interior and Agriculture to establish procedures providing for the issuance of lifetime admission permits to disabled individuals for entrance to the National Park System and national recreation areas.
