Amends the Rehabilitation Act of 1973 to authorize appropriations to enforce the prohibition in that Act against discrimination toward qualified handicapped individuals under any program or activity receiving Federal financial assistance.
Stipulates that not less than a third of such authorized expenditures be used for educational purposes.
