Amends the Occupational Safety and Health Act of 1970 to require the Secretary of Labor to take the differences between the light residential construction industry and the heavy construction industry into consideration when promulgating standards for such industries.
Stipulates that the standards promulgated for the light residential construction industry shall be kept separate and distinct, and shall reflect the less hazardous conditions in such industry.
