A bill to provide that any community-based organization which desires to receive any federal financial assistance shall comply with membership and democratic selection requirements established in the Community Services Act of 1974.

Requires any community-based organization (defined as an organization which receives and administers Federal funds for the benefit of area residents) which desires to receive Federal financial assistance to certify to the head of the Federal agency furnishing such assistance that such organization will comply with membership and democratic selection requirement established by the Community Services Act of 1974.

Sets forth procedures to enforce such compliance.
