Amends the Communications Act of 1934 to require the Federal Communications Commission to regulate the rates, terms, and conditions for pole attachments used for wire communication, in any case in which such rates, terms, and conditions are not regulated by any State authority.
Stipulates that a just and reasonable rate shall assure the utility of recovery of not less than the additional costs of providing pole attachments nor more than the actual capital and operating expenses of the utility attributable to that portion of the pole used by the attachment.
