Amends Titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to provide payment for rural health clinic services under such Titles.
Defines the term "rural health clinic services" as the services of physicians and physician extenders and services and supplies furnished as an incident to such services.
Defines the terms " rural health clinic" and "physician extender" as used in this Act.
Directs the Secretary of Health, Education, and Welfare to provide through demonstration projects, reimbursement on a cost basis for services provided by physician-directed clinics in urban medically underserved areas for which payment may be made under Medicare, and for services provided by physician extenders employed by such clinics.
Directs the Secretary to carry out demonstration projects to provide reimbursement under the Medicare program for services provided in organized centers offering comprehensive outpatient mental health services.
