Revises the prohibition against claims against the United States arising from loss, miscarriage, or negligent transmission or mail to bar only those claims resulting from a postal strike, warfare, or natural disaster. Declares that a prima facie case and rebuttable presumption of negligence or wrongful act is established in a civil suit pursuing such a permitted claim wherein the length of the period for the transmission of any mail matter is a factor by showing that the time elapsed between the date of mailing and date of receipt of such matter is unreasonable.
