Postal Reform Act - Repeals the Postal Reorganization Act. Reenacts provisions relating to the postal service which were in effect immediately prior to the enactment of such Act. Reenacts without substantial change those portions of the of the Postal Reorganization Act pertaining Postal Reorganization Act pertaining to employee-management agreements.
