Expands Federal government liability for the acts of its officers who routinely perform investigative, inspection, or law enforcement functions to include certain intentional and ministerial acts.
States that such liability shall be exclusive and preclude any remedy against officers individually.
Directs the Attorney General to pay the attorney fees incurred by such an officer in connection with a criminal investigation into such officer's official actions.
